تحتفي الأمم المتحدة في العشرين من حزيران من كل عام باليوم العالمي للاجئين للتذكير بمعاناة كل من أرغمتهم الظروف على ترك أوطانهم.
ولا شك أن مأساة اللجوء السوري هي الأقسى في العالم، فمازال السوريون يعيشون هذه التجربة الأليمة منذ ما يزيد على ثلاثة عشر عاماً، وتتصدر قائمة الشعوب من حيث أعداد اللاجئين وفقاً لتقارير مفوضية الأمم المتحدة لشؤون اللاجئين، فقد تجاوز عدد السوريين في دول اللجوء أعتاب 6.5 مليون في حصيلة هي الأعلى عالمياً.
نشكر الدول التي تلتزم بواجباتها وتحترم القيم الإنسانية في التعامل مع اللاجئين السوريين المقيمين على أراضيها دون تمييز أو عنصرية، ونخص بالشكر الدولة التركية التي تحتضن أكبر عدد من اللاجئين. كما ندعو باقي الدول إلى وقف الانتهاكات المرتكبة بحق السوريين والحد من خطاب الكراهية والعنصرية تجاههم احتراماً لما تفرضه الاتفاقيات والمواثيق الدولية كالاتفاقية الخاصة باللاجئين لعام 1951.
ينبغي على مؤسسات الأمم المتحدة ولاسيما المفوضية السامية لشؤون اللاجئين أن تتدخل لحماية اللاجئين السوريين ووقف الانتهاكات بحقهم، بما في ذلك وقف عمليات الترحيل والإعادة القسرية إلى مناطق النظام المجرم، وتقديم المساعدة اللازمة لهم ووضع تلك الدول أمام مسؤولياتها تجاههم وفقاً لمبادئ القانون الدولي.
ونؤكد أنه طالما بقي النظام المجرم لن تتوقف الجرائم والانتهاكات بحق السوريين من ملاحقات أمنية واعتقال واختفاء قسري وتعذيب حتى الموت، فضلاً عن الحالة الإنسانية المتردية والانهيار الاقتصادي الذي تمر به البلاد منذ سنوات، ولذلك فإن كل المحاولات الساعية لإعادة اللاجئين مصيرها الفشل الذريع.
من هنا فإنه لا بد من بذل المساعي الجادة لتحقيق الانتقال السياسي في سوريا وفقا لمقررات الشرعية الدولية وخاصة قرار مجلس الأمن 2254 لعام 2015، وتهيئة الظروف المناسبة للعودة الآمنة والكريمة والطوعية للاجئين والمهجرين، وتأمين متطلبات البيئة الآمنة والمحايدة وفي مقدمتها حل الأجهزة الأمنية التي تعد مصدر تهديد حقيقي للسوريين، والعمل على رد الممتلكات التي تم الاستيلاء عليها، وعند تحقيق تلك المطالب المشروعة سيعود السوريون إلى ربوع البلاد للمساهمة في عملية البناء والتنمية.

On World Refugee Day
On the 20th of June every year, the United Nations commemorates World Refugee Day to remind the world of the suffering of all those who have been forced to leave their homelands
There is no doubt that the Syrian refugee crisis is the most severe in the world. Syrians have been enduring this painful experience for over thirteen years, and they top the list of refugee populations according to reports by the United Nations High Commissioner for Refugees (UNHCR). The number of Syrians in host countries has surpassed 6.5 million, making it the highest globally
We extend our gratitude to the countries that uphold their duties and respect human values in their treatment of Syrian refugees residing on their lands without discrimination or racism. In particular, we thank the Turkish state, which hosts the largest number of refugees. We also call on other countries to stop the violations against Syrians and to curb hate speech and racism against them, in compliance with international agreements and conventions, such as the 1951 Refugee Convention
UN institutions, especially the UNHCR, should intervene to protect Syrian refugees and halt the violations against them, including stopping deportations and forced returns to areas controlled by the criminal regime. They should provide necessary assistance and hold these countries accountable according to international law principles
We emphasize that as long as the criminal regime remains in power, crimes and violations against Syrians will not cease, including security persecutions, arrests, enforced disappearances, and torture to death, not to mention the deteriorating humanitarian situation and economic collapse that the country has been experiencing for years. Therefore, all attempts to repatriate refugees are doomed to fail
Thus, serious efforts must be made to achieve political transition in Syria according to international legitimacy resolutions, especially United Nations Security Council Resolution 2254 of 2015. Conditions must be created for the safe, dignified, and voluntary return of refugees and displaced persons, securing the requirements for a safe and neutral environment, foremost among them the dissolution of security branches that pose a real threat to Syrians, and working to return properties that have been seized. When these legitimate demands are met, Syrians will return to their homeland to contribute to the process of reconstruction and development
