في إطار الجهود المبذولة من الحكومة السورية المؤقتة لتعزيز الالتزام بالقانون الدولي الإنساني والقانون الدولي لحقوق الإنسان، وقعت الحكومة المؤقتة والجيش الوطني مع الأمم المتحدة يوم   الاثنين الموافق 3 حزيران 2024 على خطة عمل مشتركة حول منع تجنيد الأطفال واستخدامهم، فضلاً عن الانتهاكات الأخرى التي قد تطال الأطفال.

وقد وقع كل من السيد عبد الرحمن مصطفى، رئيس الحكومة السورية المؤقتة والسيدة  فيرجينيا غامبا، الممثلة الخاصة للأمين العام المعنية بالأطفال والنزاعات المسلحة، كشاهدين رسميين على خطة العمل المذكورة.

وقال السيد رئيس الحكومة السورية المؤقتة: "قمنا اليوم تتويجاً لجهود طويلة على مدار عامين من المراسلات الحقوقية والاجتماعات الدورية والعمل التنظيمي بالوصول الى الخطة النهائية وتوقيعها مع الامم المتحدة حول الأطفال ومكافحة الانتهاكات وتعزيز الحماية لهم."

وقالت السيدة فيرجينيا غامبا: "إن توقيع خطط العمل من قبل "الحكومة السورية المؤقتة والجيش الوطني" يُعد خطوة إيجابيّة لإنهاء تجنيد واستخدام الأطفال في مناطق الحكومة السورية المؤقتة وأيضًا لمنع تجنيد الأطفال، لأنه ملزم أيضًا لجميع القوى العسكرية تحت مظلة "الجيش الوطني".

وأنه "من خلال إطار عمل ومجموعة من الأنشطة المحددة زمنيّاً، ستُساهم خطط العمل في تعزيز حماية الأطفال في المنطقة"، ومن خلال خطط العمل، يلتزم "الأطراف المعنيون"، من بين أمور أخرى، بإطلاق سراح جميع الأطفال الموجودين في صفوف أعضائها وتسليمهم إلى الجهات الفاعلة المدنية، وإنهاء الاستخدام العسكري للمدارس والمرافق التعليميّة وضمان إيصال المساعدة الإنسانية لجميع الأطفال.

وأكد السيد رئيس الحكومة السورية المؤقتة على  أن هذه الخطوة الهامة بتوقيع خطة العمل المشتركة مع الأمم المتحدة لن تكون الخطوة الاخيرة بل تُجسّد بوابة لخطوات قادمة تحتاج منا جميعا العمل بشكل تشاركي وفاعل.

كما صرّحت غامبا على أنّه "نشجع أيضًا الحكومة السورية المؤقتة على تطوير سياسات وقائية لحماية الأطفال بشكل أفضل من النزاعات المسلحة، على النحو المُعبّر عنه في قرار مجلس الأمن التابع للأمم المتحدة رقم 2427 لعام 2018، وعلى أنه لكي يستعيد الأطفال المُفرّج عنهم مكانهم بشكل كامل في مجتمعاتهم، يجب أن يحصلوا على دعم طويل الأجل ومستدام لإعادة دمجهم في المجتمع، بما في ذلك من خلال الدعم النفسي والاجتماعي والتعليم وأنشطة كسب العيش. ودعت المجتمع الدولي إلى المشاركة في الدعم السياسي والمالي لأنشطة إعادة الإدماج في هذا الصدد، بما في ذلك من خلال التحالف العالمي لإعادة إدماج الجنود الأطفال".

في هذا الصدد تُؤكّد الحكومة السورية المؤقتة على استمرار الخطوات المتلاحقة للارتقاء في مستوى الالتزام من الجيش الوطني ورفع السويّة التنظيميّة والثقافة الحقوقيّة لأفراده بما ينسجم مع واجباته أمام تطلعات الشعب السوري ومبادئ الثورة السورية.

Regarding the Signing of an Action Plan with the United Nations to Prevent the Recruitment of Children and Grave Violations 

In the huge efforts exerted by the Syrian Interim Government to enhance adherence to international humanitarian law and international human rights law, the Syrian Interim Government and the National Army signed a joint action plan with the United Nations on Monday, June 3, 2024, regarding the prevention of child recruitment and use, as well as other violations that may affect children

The plan was signed by Mr. Abdurrahman Mustafa, the Prime Minister of the Syrian Interim Government, and Ms. Virginia Gamba, the Special Representative of the Secretary-General for Children and Armed Conflict, as official witnesses to the mentioned action plan

Mr. Abdurrahman Mustafa, Prime Minister of the Syrian Interim Government, stated, "Today, we have culminated long efforts over two years of legal correspondence, periodic meetings, and organizational work by reaching and signing the final plan with the United Nations concerning children, combating violations, and enhancing their protection."

Ms. Virginia Gamba stated, "The signing of the action plans by the Syrian Interim Government and the National Army is a positive step towards ending the recruitment and use of children in the areas under the Syrian Interim Government and also to prevent child recruitment, as it is also binding for all military forces under the umbrella of the National Army." 

"Through a framework and a set of time-bound activities, the action plans will contribute to enhancing child protection in the region," she added. "Through the action plan, the concerned parties commit, among other things, to release all children within their ranks and hand them over to civilian actors, end the military use of schools and educational facilities, and ensure the delivery of humanitarian assistance to all children." 

Mr. Abdurrahman Mustafa emphasized that this significant step of signing the joint action plan with the United Nations will not be the last step but rather a gateway to upcoming steps that require all of us to work in a participatory and effective manner

Ms. Gamba also stated, "We also encourage the Syrian Interim Government to develop preventive policies to better protect children from armed conflicts, as expressed in UN Security Council Resolution No. 2427 of 2018, and to ensure that released children fully regain their place in their communities, they must receive long-term and sustainable support for their reintegration into society, including through psychosocial support, education, and livelihood activities. She called on the international community to participate in political and financial support for reintegration activities in this regard, including through the Global Coalition for the Reintegration of Child Soldiers."

In this regard, the Syrian Interim Government affirms the continuation of successive steps to elevate the level of commitment from the National Army and raise the organizational and human rights culture of its members in line with its duties towards the aspirations of the Syrian people and the principles of the Syrian revolution
